Charles is an Associate Professor in Political Science, and Director of the Niagara Community Observatory at Brock University. His research focuses on governance structures and processes of strategic local government adaptation to global socio-economic changes. He has a special interest in the transformation of Niagara toward a knowledge economy.
Charles completed his education at the University of Toronto, Carleton University and McMaster University. He taught at Lakehead University before joining the Brock faculty in 2009. He teaches in the areas of comparative public policy and administration, government-business relations, and research methods and data analysis.
